Fans are cheap enugh to replace - you should be able to get one for about a fiver - and they simply plug into one of the many power leads that dangle inside most boxes.
Do replace a faulty one, though, as the processor doesn't like overheating. I nearly fried the PC here after turning on the central heating (rousing hurrah!) and forgetting that the PC had been whirring away for two months on what is virtually a building site. There was so much dust and crap clogging the vents that the inside temprature crept up and the machine froze.
As a precaution, if you think your machine's running too hot, you can underclock the processor via the BIOS (Press Delete when the machine starts booting up) - with more modern processors this can make a big difference to the temperature.

I think I may regret asking but why does that effect the temperature.

Higher clock speed = more power consumtion = more heat.
